Background:

WFP Sudan CO wishes to recruit a competent and experience project engineer who will be responsible for implementing and overseeing engineering services and works on behalf of Projects Unit. The Engineer will manage all day-to-day activities related to Sudan CO construction projects with focus on Planning, design review, coordinating activities, supervision, reporting, etc. The Engineer, supported by WFP projects Unit Head who provides oversight and technical support, shall coordinate with the unit any engineering or construction related activities to ensure compliance with WFP policies and guidelines.



Supervision:

Report to the Head of Projects Unit or His/her delegate (the supervisor); The Engineer Shall:

Take technical direction and oversight from the Supervisor, the Chief Engineer and WFP Engineering in relation to engineering services, construction activities and compliance with WFP procedures.
Work closely with CO procurement teams in undertaking work programs.
Co-ordinate with the design firms or contractors, and oversee the successful delivery of the engineering services and construction activities required for the projects. In addition, the engineer shall produce and provide regular reports to Project Unit in relation to these activities.
Establish appropriate management procedures for successful delivery of projects.
Be familiar with and apply relevant aspects of the WFP Construction Manual, where appropriate, for construction planning procurement and management.
Co-ordinate all elements of works proposals including planning, design, and any relevant WFP inputs, including overseeing and validating all construction procurement documentation.
Act as the project focal point between the WFP and appointed consultant designer/ supervision team / contractor.


General Description of Tasks:

The following non-exhaustive list of duties shall be considered within the responsibility of the Engineer:



Management:
Co-ordinate with the various WFP units including but not limited to admin, security, procurement etc. regarding the project.
Provide input into the design phase of any project; ensure that the chosen design represents a sound option for the progression of the project.
Consult with local authorities to ensure timely provision of necessary building consents and authorizations.
Provide input and guidance to evaluation panels and local PCC deliberations in relation to engineering services or construction procurement proposals.
Under close coordination with the Supervisor, act as the project focal point between the WFP and appointed consultant designer/supervision teams/contractor.
Design/Construction Contract Management:
Prepare Employer requirements for design or design and build contracts.
Research and evaluate the capacity of local design and construction companies, as required.
Prepare projects plans, ensure proper implementation of plans, monitor project progress and manage plan changes.
Prepare tendering packages for CO projects including design, construction, and supervisor tenders.
Report to the Supervisor, and appropriately instruct design firm/contractor, with regard to the correct interpretation and application of the terms of approved contract documentation.
In consultation with the Supervisor and the Chief Engineer in HQ resolve and/or reconcile any ambiguities and/or discrepancies in contract documents.
Assess and report on proposed design/construction methods for any work to ensure that the methods proposed are satisfactory and consistent with respect to requirements for efficiency, quality and health and safety requirements.
Prepare and recommend variations/change orders to work proposals to addresses and resolve issues, to resolve constraints and time slippage in works program, or arising from the evolving need s of the WFP or others.
Prepare comprehensive project budgetary estimates and construction cost estimates for proposed construction works.
Recommend appropriate course of action to the Project Team for engineering, construction and contract management, in relation to bonds, insurance, claims, and proposed arrangements for advance payments.
Monitoring construction progress on regular basis to ensure compliance in accordance with approved work programs.
Inspecting and reporting on completed works to the Supervisor and Chief Engineer and overseeing substantial completion milestones hand over and occupation of completed works.


Reporting:
Oversee project performance, evaluation and reporting systems, up to project completion.
Liaise directly with the Supervisor, the Chief Engineer and any WFP related committee, via structured meetings or other means concerning any arising or on-going technical, financial, contractual, or program issues.
Provide regular updates on progress in relation to engineering services or construction related activities.
Establish standardized and comprehensive system for project records, including all correspondence, survey data, and review reports, test data, project diaries. Records of meeting, progress records, etc.
Prepare and issue reports, with content, and format approved by the Supervisor including design review reports, periodic progress, a detailed project completion report; ‘first draft’ and final.
Prepare technical and cost benefit appraisals, evaluations, and scopes of work, specifications, pricing documentation and any other relevant reports as may be required from time to time.
Based on monitoring results, provide “lessons learned” reports for all on-going field activities.


Quality control:
Establish and maintain project quality assurance procedures and project documentation and record.
Review submitted design documents and approve quality of provided documents and propose rectifications wherever required.
Oversee all necessary design verifications, checks to ensure control of quality for the works.
Provide notice to consultants/contractors of any issues or defects and deficiencies and issue instructions for the necessary rectifications under the terms of contracts.




Other
Ready to travel to the projects sites whenever required.
Other tasks may be assigned by the Supervisor from time to time.


Deliverables:

During the course of employment, the engineer shall deliver the following:

Act as Project engineer/focal point for projects throughout the project cycle, including planning, tendering, and design
Ensure the implementation of projects as planned.
Participate in design review processes, prepare review reports and ensure getting required approvals.
Coordinate project s requirements with other units and liaise with Procurement Unit concerning all stages of project tendering process.
Support the project team on technical and contractual related matters whenever required.


Desirable Qualifications/Experience/Skills:

University Degree in Civil Engineering or Architecture
Postgraduate qualification in engineering, construction or related disciplines is desirable.
A minimum of 8 years relevant engineering experience, showing progressive levels of responsibility.
Experience in the design, planning and supervision of construction projects.
A good knowledge and experience of topographical surveying techniques, instrumentation and software packages.
A good knowledge and experience of geotechnical engineering, soils and foundation technologies.
A good knowledge and international and local engineering and construction standards, process and norms.
A good knowledge of engineering contact formats, modalities and obligations, knowledge in FIDIC form of contracts is desirable.
A good knowledge of the UN system and of general public procurement procedures
Knowledge of Project Management Processes and Techniques.
Knowledge/Experience in Construction Health & Safety and Quality assurance/control.
Good computer skills including use of Microsoft Office, Proficiency in MS project and Auto Cad is essential.
Effective communication skills and fluency in written/spoken English; technical, business and vocabulary.
