Department Description
The Supreme Committee for Delivery & Legacy (SC) ensures thatallpreparations for the 2022 FIFA World Cup™ align withQatar’sother development imperatives, as described in the QatarNational Vision2030 and the National Development Strategy 2011-2016.
Brief Description
To manage, directs, deliver, and support the IT networks & telecoms activities. Responsible for planning the design, integration, build, and execution of the organization’s IT networks & telecoms that may span multiple technologies and lines of business.

Enables the organization objectives to deliver highly reliable and secured IT services, and through the deployment of effective automated monitoring and management systems.

Key Responsibilities
Strategy and Planning
• Lead the team to provide on-going support of the technical solution to maintain system integrity, monitor performance, solve problems, make performance recommendations, perform security planning and trend analysis and execute test plans for changes. Proactively identify areas for improvement to increase efficiency and decrease costs. Primary responsibility is to ensure system stability and enable business continuity
• Technology Thought Leader - work collaboratively across the enterprise, with cross functional expertise, strategic partners and vendors, to proactively analyse technology evolution and new/emerging technologies. Interpret the impact and potential benefit to the enterprise security solutions and operations. Participate in strategic planning and development of technology plans. Create innovative, high-value solutions
• Design and implement short-to-medium term strategic and tactical plans to ensure that the network meets existing and future requirements

Acquisition and Deployment
• Establish best practices for installing, configuring, maintaining, and troubleshooting network devices and configurations
• Develop, implement, and maintain policies, procedures, and associated training plans for network resource administration and appropriate use
• Plan, acquire, and coordinate the installation of in-house and remote hardware and software across the organization's network
• Negotiate with vendors, outsourcers, and contractors to secure network products and services

Operational Management
• Manage and ensure effectiveness of network services such as DNS, NTP, DHCP, network monitoring
• Manage and ensure optimal operation of all network & telecoms hardware and equipment, including routers, switches, load balancers, VPN, VoIP, etc.
• Manage and ensure effectiveness of security solutions, including fire walls, anti-virus solutions, and intrusion detection systems
• Practice network assessment management, including maintenance of network component inventory and related documentation
• Oversee all changes affecting the production network & telecoms environment. Develop and implement plans to correct or improve the change processes, as necessary
• Develop and conduct various training and instruction for system users on specific operating systems, applications; assists users in maximizing use of networks and computing systems
• Maintains license compliance on all responsible systems. Maintain in a safe place an inventory of the original installation disks, CDs, and other media for licensed software
• Performs customer surveys and performance assessments against established Service Level Agreements.
• Perform troubleshooting services to isolate, diagnose, and fix problems dealing with servers, networking, communication and other equipment
• Monitor computer and network activity including logs, reports, system load, response time, available disk space, and user activities to ensure that all activities are in keeping with management intentions and that no unauthorized activity is taking place
• Assist with testing and updating patches and fixes to systems and devices to ensure the security and reliability of systems

People Supervisory
• Builds, develops and manages resources to carry-out infrastructure solutions development and implementation
• Establish objectives with direct reports that align to both business and capability objectives
• Holds regular meetings with the team and provides results assessments and guidance
• Develops the team by recommending professional and personal development opportunities
• Motivates and leads the team; attract, recruit and retain required personnel
• Empowers others through delegating key tasks/functions; establishes clear understanding of roles and accountabilities, sets clear expectations, providing feedback and guidance, and hold people accountable

• Perform any other duties assigned by the supervisor directly related or relevant to the job
• Ensure the assigned responsibilities are delivered:
 to a high standard of quality and timeliness
 in full compliance with the SC Quality Policy and the Safety and Security rules and requirements
 in line with any standards and objectives designated in the Employee Performance Management system

Job Requirements
Education and certifications

• Bachelor’s Degree in Information Technology, Computer Sciences or any other related discipline
• CCIE certification or equivalent experience
• Data centre industry certifications
• Preferably a Master degree, Certification from an accredited institution

Experience and skills

• Minimum 10 years of related experience
• Excellent communication, interpersonal, analytical and influential skills
• Problem-solving abilities
• Knowledge of Arabic is an advantage
• Good organising and communication skills
• Experience of working in the region and knowledge of local culture will be an added benefit
• High attention to detail and accuracy
• Track record of maintaining confidential and sensitive information
• Flexibility and a related ability to work autonomously
• A team player willing to work on tight timelines and pitch in when needed
• A positive attitude, patience and persistence, especially when dealing with various internal and external stakeholders
