AECOM International South Sudan (AISS)-VISTAS is implementing a Conflict Mitigation program funded by USAID. The program is working in six states and is implementing in-kind grants in support of communities affected by destabilizing conflict. VISTAS is seeking applications from interested South Sudanese nationals for the position of Monitoring and Evaluation ( M & E) Specialists.

The Monitoring & Evaluation (M&E) Specialist, reporting to the MMT Specialist, will be based in an AISS field office with constant travel to field locations. The M&E Specialist will be responsible for monitoring in kind grants implemented by AECOM International South Sudan’s work in the assigned region, collecting data on activity outputs and outcomes. The M&E Specialist will produce regular reports to inform regional and Juba-based management, as well as USAID, on issues of grant design, implementation and impact, contributing to actionable lessons learned, and supporting a process of active learning. In the discharge of his/her tasks, s/he will maintain open and professional relationships with authorities, community groups, NGOs and other international organizations
The Monitoring & Evaluation Specialist’s main responsibilities are to:
Serve as the front line of AISS’ overall Monitoring & Evaluation system;
Assist with the design of data collection tools, including but not limited to surveys, questionnaires, interviews and focus groups;
Employ these tools in the collection of baseline data in areas of new programmatic activities;
Carry out monitoring visits to project activity sites, recording accurate and detailed data and complete observation notes;
Ensure all required information is collected and presented in a well-organized, and timely manner;
Collect and consolidate data and ensure it is managed and filed efficiently;
Collaborate with the Information Specialist to ensure data on each grant is feeding into AISS reporting systems;
Help to improve the M&E system through innovative uses of technology or new processes;
Assist in the preparation of weekly, monthly, quarterly and annual M&E reports and updates;
Take photos and record GPS locations of each project activity;
Any other tasks as requested by the MMT Specialist and Regional Program Manager to ensure that AISS’s M&E needs are met.

The Monitoring & Evaluation Specialist must be an individual with sound judgment, good communication and teamwork skills, strong organizational and critical thinking skills, and solid experience with international organizations, specifically in the arena of Monitoring & Evaluation. This position will spend much of their time in activity locations in remote and often insecure areas. The successful candidate will be able to operate and move around independently, by motorcycle if necessary, in order to monitor program activities.
In addition, the individual must meet the following minimum qualifications:
A university degree (extensive experience may be considered in lieu of a degree);
At least 2 years of work experience in Monitoring & Evaluation, preferably for an international organization;
Technical experience or knowledge of conflict mitigation or peacebuilding issues in South Sudan;
Proven data management and computer skills;
Oral and written fluency in English;
Oral fluency in Arabic or Juba Arabic.
