Descritpion

Norwegian People’s Aid (NPA) is an International Non-Governmental Organization involved in
humanitarian, relief and long-term development cooperation in South Sudan. NPA’s operational history
in the country spans over almost three decades and involves implementing emergency, recovery and
development programs that are contiguous in both space and time. Programmatic areas of focus are
Food Security and Livelihoods (FSL), Civil Society Development, Health, and Humanitarian
Disarmament. NPA continues to provide services to South Sudanese in 8 out of South Sudan’s 10
states.
The Food Security and Livelihood Program has received a one-year grant from Water Lakes Program
to implement a “Improved Households Nutrition and Income Project” in three Counties of
Cueibet/Rumbek North & Yirol West. FSL seeks to recruit a highly competent, proactive and selfdriven
person (South Sudanese National only) to fill the positions of Poultry Project Officers
to be based in the three (3) Counties of Cueibet, Rumbek North and Yirol West
respectively.
Purpose Of The Position:
To assist the Poultry lead Trainer to direct the operation of assigned project area, and support in
providing overall guidance, supervision and implementation of the Improved Households Nutrition and
Income Project (INIP) under the Water for Lakes program
Duties and Responsibilities:
i) Development of Project Document
 Assists in facilitating discussions and planning within the County and the
respective line Directorates in consultation with the INIP Poultry Lead trainer.
 Participate in the development of project document that include manuals, yearly
plans using the standard formats.
 Establish appropriate implementation targets with clear monitoring and
evaluation indicators.
 Assist in preparation of accurate project budgets in accordance with donor and
NPA requirements.
ii) Project Management and Implementation
 Facilitate the identification, selection and formation of Poultry farmers’ Groups for
Improved Households Nutrition and Income Project funded under Water for Lakes
Program.
 Support the Lead Trainer Poultry in identification and selection of trainees for the
Poultry production in all the Project locations.
 Participate in baseline surveys and needs assessment among others with the project
team members in order to generate appropriate FSL data in determining community
need gap.
 To establish, monitor and support Community Based Extension agents to ensure
effective and efficient project implementation towards achieving the desired results
in all the project locations.
 Ensure that Village Saving and Loans Association (VSLA) is incorporated into the
Project activities to inculcate the rural culture of saving and investment.
 Support the development of the project and respond to rapidly changing situations.
 Provide regular internal reporting using standardized tools and formats.
 Establish local poultry demonstration farms together with the extension workers
and take the lead of its management.
 Facilitate the startup purchase of birds and operation of the poultry farmers groups.
 Facilitates linkages between producers groups with market actors in the value chain
 Responsible for accountability and transparency in implementation of approved
budgets; ensuring that all expenditures are presented properly and timely.
 Maintain close contact with the relevant grassroots Government institutions
especially in the Bomas, Payams and the Counties targeted by the Project.
 Mitigate peace and togetherness among the communities/framers through work of
team spirit.
iii) Capacity Development
 Facilitate and conduct on job trainings/coaching to community Based Extension
workers.
 Conduct basic training on good poultry production practices to the farmers’ groups
mainly targeting women and men in the most rural areas in the County.
 Facilitate and conduct basic training on good poultry practices mainly focusing on
improvement of poultry production for better food security and income generation
at the households’ level.
 Facilitate with CBEW basic training on business and marketing skills to poultry
production groups.
 To facilitate assessment and identification of capacity gaps in the Government line
ministries who are the main partners of Water for Lakes and engage them further
in building their capacity through appropriate mentorship/trainings.
 Participate in other community cross cutting trainings that the project offers.
iv) Supervision and Technical Backstopping:
 Supervises the Community Based Extension Workers (CBEW) in ensuring that
planned activities are implemented as indicated in the project Document in all the
project locations.
 Provides technical support to the Community Based Extension Workers (CBEWs)
when necessary in the fields to ensure they deliver accordingly.
Qualifications, Experience, Attributes and Skills Required:
 Degree or Diploma in livestock production,
 Experience in poultry management for at least 2-3 years with international or national NGO.
 Working experience with agriculture extension, farmer field schools practices will be added
advantage
 Ability to work independently, take initiative and manage activities concurrently without much
supervision.
 A substantial understanding of rural development, rural communities and with regular field
visits/trips in the project locations.
 Proven experience of working collaboratively in coalition with other stakeholders to improve
on the food security and livelihood programs.
 Computer competence in MS Office and other training including database management will be
an asset.
 Fluency in English both speaking and written (working Language) and local language will be of
great importance.
 Proven ability to lead a small team with minimum supervision under stressful working
environment.
