AECOM International South Sudan (AISS)-VISTAS is implementing a Conflict Mitigation program funded by USAID. The program is working in six states and is implementing in-kind grants in support of communities affected by destabilizing conflict. VISTAS is seeking applications from interested South Sudanese nationals for the position of Procurement Officer.

The Operations Department is committed to implementing and maintaining the highest standards of efficiency and integrity in the purchase of goods and services including supporting and coordination of all operations related aspects to support in the smooth running of the program. The overriding objective for all operations activity is the prompt and effective provision of materials and services to AECOM South Sudan; staff and beneficiary populations in compliance with donor Rules and Regulations.
Main Responsibility: The Procurement Officer is responsible for overseeing procurement aspects of AECOM South Sudan’s logistics operations. Working closely with Program, Administration, and Finance, the Procurement Officer is instrumental in supporting program activities through his/her services. The Procurement Officer reports to the RPM, but also coordinates closely with the Logistics Officer. He or she has to ensure coordination of all procurement and delivery for the grants program.
Specific tasks include:
Coordinate field-based AECOM South Sudan procurement activities
Assist Program and operational personnel in regular procurement planning meetings if required
Assists staff as needed on creating clear and understandable purchase requests and other documentation
Responsible for hard-copy purchasing and formal RFQs, including maintaining a comprehensive filing and field-based numbering system
Ensureall required documentation is completed to AECOM South Sudan standards
Coordinate and assist Logistics Officer as required with receiving and dispatching items
Assists in the management of assets by identifying assets during the course of procurement and notifying the Senior Assets and Facilities Officer upon receipt of assets
Responsible for the complete procurement process, from Purchase Request receiving to Purchase Order generation, including ensuring that appropriate authorization is received
In coordination with the program staff, ensure that grant procurement will fall within the approved budgeted items and amounts, alerting program staff when budgets will be exceeded or when items requested are outside the grant scope
Maintainprofessional communication with all suppliers
Ensure that procured items are delivered in a timely manner, in coordination with the Logistics Officer
Submit all necessary documentation for vendor payment processing to the Finance Unit, including the Operating Cash Request, Invoice, Waybill, and Purchase Order.
Manage Task Orders under BPAs, keeping accurate files of BPA spending against the ceiling and expiration dates.

The Procurement Officer must be an individual with sound judgment, good communication and team working skills, strong organizational skills, and significant experience with procurement, including compliance issues.
In addition, the individual must meet the following minimum qualifications:
A university degree related to Business Administration or related discipline
3 years of work experience in Operations, Procurement or Finance
Previous experience with procurement under USAID contracts preferred
Demonstrated experience keeping accurate files, both electronic and paper
Good computer skills
Oral and written fluency in English (Arabic language written and oral is an advantage)
