AECOM International South Sudan (AISS)-VISTAS is implementing a Conflict Mitigation program funded by USAID. The program is working in six states and is implementing in-kind grants in support of communities affected by destabilizing conflict. VISTAS is seeking applications from interested South Sudanese nationals for the position of a Program Specialists.

Job Title: Program Specialists ( Two Positions)
Duty Station: Juba and Pibor.

Report to: Grant Coordinator and Regional Program Manager ( RPM)
Start Date: January 2016

The Program Specialist, who reports to the RPM, will be based in a field office with regular field visits throughout the area of operations, to ensure that the implementation of the grants be carried out in accordance with the specifications defined in the activity development phase. In the discharge of her/his tasks, s/he will maintain open and professional relationships with authorities, community groups, NGO’s and other international organizations.

His/her main responsibilities consist in:

Interact regularly with the RPM and Program Analyst and Information Specialist (PA and IS) and other Program Specialists on grant development, context analysis and reporting, grant monitoring and evaluation;
Provide program, operations, and contextual weekly updates to the RPM and PA and IS;
Develop Grant Activity “ideas”, proposals, budgets and implementation plans;
Liaise with local partners, Community representatives, NGOs, USAID, etc, to ensure coordinated and effective program implementation;
Coordinate with the local government to facilitate AISS staff, USAID, and Contractors missions and program implementation in the program areas;
Represent AISS in meetings and ceremonies as needed;
Ensure that proper documentation during grant implementation and close out is completed (Agreements, waybills, Completion Certificates, Transfer of Title, etc)
Work with the grantees, and with the support of the AISS Office to ensure that the grants are well designed and targeted to meet the program’s objectives;
Assist the grantees with the preparation of the Final Reports, final grant evaluation, etc., building their capacity to be long term partners of the program;
In coordination with RPM and the senior management staff, mediate/solve any conflicts during the development/implementation of the grant activity;
In coordination with the RPM and other AISS staff, support any procurement (grants/operations) as needed, in line with AISS and USAID regulations and limits;
Maintain petty cash as needed and coordinate with the Field Admin/Finance Officer (if in place) and Juba Finance Department on the reporting of all payments;
Any other tasks as designated.

Job Requirements
Minimum Qualifications:

The Program Specialist must be an individual with sound judgment, good communication and team working skills, strong financial management skills, and good experience with international organizations, including compliance issues.

In addition, the individual must meet the following minimum qualifications:

A university degree in a related subject;
Relevant language skills for the region;
Strong contextual knowledge of conflict in the region;
At least 2 years of work experience in grants management;
Good computer skills;
High level of comfort in working in the field and operating independently, as well as within a team;
Oral and written fluency in English
